All the software is crystal ball smokiness. It is statistical backwards looking forward projecting probables. Almost as accurate as economic forecasts.

Of bit stays slow, more people will take 430 and 440 which is why those were constructed. If you build it, they will definitely come. That is the only fact in the discussion. Capacity adds traffic.

The notion that sidewalks in the Public Right of Way are not the City's concern is so very sad and shameful. Pedestrian, especially disabled non-motorists are the PRIMARY role of a Public Works department. Cars do not make a City, people do. Having just moved from AR, the idiocy of the PW agencies in that state make me furious. Throw all the bums out.
