Follow the tax money. Regular and charter public school get a specified amount of money for each student enrolled on the eighth day of school (called 8-day count). After the eighth day, charter schools thin their rolls through various means. Some students go back to regular public school, sans money. Charter schools end up with more money per student, while regular schools have less money per student.
