Under the old "scramble" system, one could purchase a $30 unscrambler box from radio shack. With newer technology, it would be extremely difficult to decrypt. But..., for the sake of conversation, let's say you got the code. First, the second you turn that radio on, it will "handshake" with the system, it would come up as unrecognized, & the dispatcher could block that radio in much the same way as a cell phone company can turn off your cell phone. Second, there is a federal law prohibiting decrypting a law enforcement encrypted communication. Thank You Homeland Security!
