Consider the sheer volume of FOIA requests every personal injury attorney in town would be able to foist upon LRPD when they are case hunting and getting copies of every accident report made. It's not that a hired attorney shouldn't be able to get a copy, but under FOIA every p.i. attorney in town (lets say 100) could get a copy of every report made. That should cost something. Whether its $10 or $5, it shouldn't be the actual cost of the copy. LRPD would have to hire several support staff just to make the copies everyday to comply. That would be silly.
