Couple of questions here: 1) Since the school board is the district's governing body elcted by the citizens, what gives the superintendent the right to dictate which members can vote? 2) Even more importantly, under rules of parliamentary procedure, doesn't a tie vote on a motion mean the motion fails? That means the board technically took no action to direct the superintendent to do anything about the original invitation. I'd say the school district needs a better-educated superintendent and school board.
